As per the Indian government road transport regulations, electric scooters with a top speed of 25 km/hr do not require registration and one does not require a driver’s license for the same.

TVS Electric's electric scooter - iQube looks like a traditional scooter but with a few design touches to give it a futuristic appeal. The iQube is powered by 3 lithium-ion batteries which collectively have a power rating of 2.25kWh. The iQube weighs 118kgs.
SMARTXHOME charges the iQube regularly / overnight charging and is priced at ₹11,238 (inclusive of device and installation). SmartXonnect is connectivity with in-built Bluetooth and telematics enabled devices with advanced subscription services chargeable at ₹900/year.
iQube price is inclusive of 3-year warranty (upto 50,000 km), lifetime SmartXonnect basic features, 1 year RSA (Road Side Assistance), 1 year SmartXonnect advanced subscription & standard accessories.

Bajaj
Bajaj Chetak electric scooter is powered by a litium-ion battery designed to last for 70000 kms which normally takes 7 years, with a warranty of 3 years or 50000 kms (whichever comes earlier). The auxillary battery has a warranty of 18 months and tyres have a warranty of 12 months.
The scooter comes in two variants - Urbane and Premium. Urbane comes with drum brakes (front), solid body color, matte black wheels while the Preium comes with disc brakes (front), metallic body color, grey/black wheels. Besides this, all other specifications are pretty much the same on both variants.

OLA Electric
Unlike the Ather 450X, the OLA scooter has smooth lines and softer demeanor making it very likeable. The headlight reminds one of animated character from the movie WALL-E (2008).
OLA went all out with an ad campaign wherein it stated you could reserve an OLA Scooter by paying ₹499 which garnered an overwhelming response within 24 hours. The scooter comes in various color options, an impresssive claimed top speed and range apart from the largest-in-class underseat storage space. The OLA scooter is cheaper by about ₹20,000 in Delhi and Gujurat.
OLA have plans to build the world’s largest, densest two wheeler charging network for their scooter - 400 Cities, 100K+ charging points and a 75 KM range in 18 min. They have no dealerships. All impressive on paper. Let's wait and see how all this unfolds.

Simple Energy
Simple Energy, Bangalore based company launched their electric scooter 'One'. With sharp lines and features much like in the Ather 450X, it's distinct futuristic design with the triangular shaped headlight up front makes it stand apart.
It's 8.5 kW electric motor gives out a peak torque output of 72 Nm. The wheels come with patented CBS brakes. A large boot space of 30 litres. The scooter weighs 110 Kg. Along with the purchase of this scooter, one gets a 3 year warranty on the scooter, the batteries and the charger. One can pre-book a Simple Energy One for ₹1947 (fully refundable).
While Simple Energy claim One to be India's first premium affordable EV, it will likely be on par with the Ather 450X in terms of on road price. Also, the speed and range in realistic usage is yet to be ascertained. Let's wait and see.

Okinawa
Okinawa is an Indian company set up in 2015, headquartered in Gurgaon with a manufacturing plant in Bhiwadi, Rajasthan. The manufacturer launched its first electric two-wheeler in India in 2017. Okinawa Scooters is the first electric two-wheeler company to get the Fame-II approval and incentivization.
However, the genuineness of their 'in-house' product/s is questionable. For eg. their e-scooter Praise was near-identical to that of a model that was already on sale from Luyuan – a 20+ year old company in China. Besides the not so encouraging feedback from existing customers.
Strangely enough, the name ‘Okinawa’ is of an island group of the central Ryukyu Islands in the western Pacific Ocean southwest of Japan. This whole concoction of Indian Company with a Japanese name, selling Chinese make scooters is hard to digest.

Kinetic Green
Kinetic Green have two electric scooters on offer - Zoom and Zing. Both of which have a top speed of 25km/hr, range of 60-70km and a load bearing capacity of up to 150 kg. Warranty on both the scooter and battery is for 18 months.
